  • A founding member of Cohen Hochman & Allen, Mr. Hochman partnered with Walter Cohen (a former Administrative Law Judge at ECB) over 30 years ago to create what has become the preeminent municipal law firm in New York City. For decades, Mr. Hochman has grown his practice on the ideals of providing experienced representation to help property owners and managers fight against unfair persecution by NYC agencies. Beginning his legal career at the NYC Department of Buildings, Mr. Hochman served as the Director of Administrative Enforcement for the DOB before going into private practice. He has given numerous talks at the New York County Lawyers Association on various housing and property issues that affect his clients.

  • A senior partner at Cohen Hochman & Allen since 2000, Mr. Allen regularly appears before New York State Criminal Court and Housing Court in all five boroughs. He has extensive experience defending summonses and violations issued by nearly every New York City agency. Before joining the firm, he worked as an attorney for Legal Aid and was also a prosecutor at the New York City Department of Buildings’ Administrative Enforcement Unit.

  • Bradley Green joined the firm in 2009 and became a partner in 2013. Mr. Green began his career as an attorney for the Administrative Enforcement Unit of the NYC Department of Buildings in 2003. He subsequently worked in the private sector at several litigation law firms where he handled various land use matters, including discretionary approvals before the NYC Board of Standards and Appeals and NYC Department of City Planning. He also has worked on complex litigation matters stemming from large construction projects throughout the State of New York.

    Mr. Green now focuses primarily on Respondents at administrative hearings before the OATH Hearings Division, defending violations issued by NYC agencies for illegal use and occupancy and zoning and construction code infractions. Mr. Green currently oversees a calendar with an average of 4,000 summonses per year. Mr. Green also regularly serves as a litigation and compliance consultant on Building Department issues.

  • Lindsay Garroway joined Cohen Hochman & Allen in 2010 and became a partner in 2017. Ms. Garroway appears regularly at OATH administrative hearings on behalf of property owners and businesses, defending violations issued by various New York City agencies. She specializes in NYC Department of Buildings issues including Outdoor Advertising Signage regulations and zoning/ land use issues. She counsels her clients on many issues relating to property management and property compliance.

    Ms. Garroway oversees all appellate litigation at Cohen Hochman & Allen. She has filed numerous Article 78 lawsuits stemming from OATH appeals. She has argued twice before the Appellate Division, First Department, and in November 2019 she argued before the New York State Court of Appeals.

  • Anita Yee joined Cohen Hochman & Allen in 2016. Ms. Yee appears regularly at the OATH Hearings Division, defending clients against violations issued by various City agencies.

    Her current practice specialty is representing property management companies and contractors on matters relating to fire code violations as well as violations issued by the NYC Department of Environmental Protection. Ms. Yee typically appears for over a hundred hearings each week, and she manages a calendar of thousands of multi-agency summonses each year.

  • David Dong worked as an Administrative Law Judge / Hearing Officer for OATH for 18 years from 1994 to 2012. He adjudicated Building code, Fire code, and many other code violations.

    In February 2020, he started working as of counsel for Cohen Hochman & Allen. He appears regularly at OATH administrative hearings on behalf of property owners and businesses, defending violations issued by various New York City agencies.
